Phase I — Preliminary Examination (qualifying, ऑनलाइन objective)

Phase I केवल qualifying है — अंक मेरिट में आगे नहीं जाते। अभ्यर्थियों को सेक्शनल कटऑफ़ और समग्र कटऑफ़ दोनों पार करने ज़रूरी हैं (आमतौर पर श्रेणी-वार जारी)। Phase II के लिए Phase I से रिक्तियों का लगभग 20-25 गुना शॉर्टलिस्ट होता है। Specialist streams के लिए वही Phase I पेपर इस्तेमाल होता है — अंतर Phase II Paper II में शुरू होता है।
Phase II — Mains (merit-गिनने वाला): Paper I + Paper II

- Online — Paper I is descriptive (on-screen typing); Paper II is mixed (an objective/MCQ section plus a descriptive section)
- सेक्शन
- Paper I (descriptive English only, 100 marks, 90 minutes): essay + precis + report writing + comprehension for General stream OR a discipline-specific paper for Specialist streams. Paper II (mixed, 100 marks, 120 minutes) for General stream: an Objective/MCQ section (30 questions, 50 marks, 30 minutes) PLUS a Descriptive section (6 questions, answer approximately 4, 50 marks, 90 minutes) covering Economic & Social Issues + Agriculture & Rural Development (ESI + ARD); Specialist streams sit a discipline-specific Paper II instead.

Paper II — an Objective/MCQ section of 30 questions (50 marks) followed by a Descriptive section of 6 questions of which roughly 4 are to be attempted (50 marks), all on ESI and ARD topics.

- Paper I: not applicable (descriptive). Paper II: 1/4 mark deducted per wrong answer in the objective/MCQ section only; the descriptive section carries no negative marking.
Phase II marks DO count towards final merit. Candidates are shortlisted from Phase II for the interview at approximately 3 times the vacancies per stream. For Specialist streams Paper II is a discipline-specific paper — Finance candidates cover financial markets, banking, accounting and risk; Statistics candidates cover statistical theory, sampling and econometrics; IT candidates cover systems, networks and databases. Always reference the year's notification for the exact Paper II structure.
Phase III — पर्सनल Interview

Final selection = Phase II (200 marks) + Interview (50 marks) = 250 marks (Phase I marks are NOT added). Document verification happens before or alongside the interview. Final allocation of stream, posting and grade follows the merit list and category-wise vacancy distribution.
